The United States District Court and United States Probation Office for the Eastern District of North Carolina are accepting applications for a Network Analyst. This position is customer service oriented which requires cross training within the unit and a strong team player mentality. The incumbent coordinates and oversees the court unit's information technology networks, systems, and the management of information technology security, implementation, training, and support for the district. The incumbent performs both routine and complex network administration and systems duties, including developing standards, recommending network and/or systems infrastructure changes, and coordinating and implementing network security measures. The incumbent ensures the confidentiality, integrity, and high availability of systems, networks, and data across the system development life cycle (SDLC), and creates, promotes, and adheres to standardized, repeatable processes for the delivery of security services. The Network Analyst is responsible for high-level and long-term design and analysis of the court unit's network systems. This position reports to the Director of Information Technology.

Representative Duties
The Network Analyst performs duties and responsibilities which include, but are not limited to, the following:
- Analyzes needs, coordinates, and configures computer network systems (Nutanix, VMware and Microsoft products including ESXi servers, vSphere, High Availability [HA] clusters, Virtual Center and Hyper-V) to increase compatibility and shares information. Determines computer software or hardware needed to set up or alter systems. Ability to conduct training sessions to share knowledge with peers and other support teams. Diagnoses hardware and custom off-the-shelf software problems, and replaces defective components. Maintains and administers computer networks and related computing environments, including computer hardware, systems software, and all configurations. Recommends changes to improve systems and configurations, as well as determines hardware or software requirements related to such changes.
- Analyzes, develops, and implements short-term and long-range automation improvement plans for the court, ensuring that the changes can be implemented with minimal disruption at the court site.
- Participates in Business Continuation / Disaster Recovery infrastructure planning, building, and testing, including network performance, security, anti-virus, intrusion, web usage/monitoring, design, and acquisition of servers. Produces useful system documentation, and performs system startup and shutdown procedures, and maintains control records. Monitors and performs data backups with knowledge of the following: V-ranger and Microsoft DFS services.
- Monitors network infrastructure and components, including all servers and workstations, and implements improvements to performance and security. Acts as the Custodial Officer for inventory management.
- Recommends, schedules, tests, and validates deployment of patches, security updates, and other upgrades to servers, workstations, and network components.
- Evaluates, recommends, and implements processes to improve efficiencies and performance of the networks through the development or purchase of products to automate and monitor routine tasks such as server and workstation maintenance activities, performance monitoring and reporting, installation of software or firmware upgrades, patches, etc.
- Recommends, schedules, plans, and supervises the installation and testing of new products and improvements to computer systems. Plans, coordinates, implements and tests network security measures in order to protect data, software, and hardware. Identifies and assesses risks by performing security analysis and assists in producing detailed security plans.
- Develops and implements standard procedures to guide the use and acquisition of software and to protect vulnerable information, data, and documents.
- Provides on-site network support for divisional offices and remote hearing locations.
- Supervises on-site vendors. Participates in district-wide network projects. Prepares and proposes automation funding needs for fiscal budget. Recommends actions to cover projected shortfalls.
- Provides advanced troubleshooting and problem resolution of the entire Virtualization Infrastructure
- Leads project teams in managing information technology projects and implementing and integrating systems with other networks.
- Performs other related duties or special projects, as assigned.
Qualifications
To qualify for the position, an individual must have a high school diploma or equivalent and at least four years of progressively responsible experience in network administration, data processing, office automation, or data communications, including project assignments that involve systems analysis, design, programming, implementation, integration and management. Must possess a demonstrated ability to recognize causes of and analyze problems and recommend practical solutions. Candidates must have demonstrated knowledge and experience with network management in a virtualized server and desktop environment (Nutanix, VMWare, and Hyper-V preferred) using Windows Server/Active Directory/Windows 7/10. Group Policy management and Powershell/scripting knowledge is highly desired. Experience with Cisco network switch management preferred. Preference will be given to applicants who have a Bachelor's degree in computer science or related field and prior IT experience within the federal judiciary. Microsoft Certified Solutions Expert (MCSE), Cisco (CCNA) and VMWare certifications preferred. Preference will also be given to candidates who have advanced knowledge of Websense, Vlans, VPNs, Wireless, and VMWare, Sharepoint and knowledge of audio-video systems, videoconferencing and media streaming.
The successful candidate must have excellent information technology skills, present a professional demeanor, excellent oral and written communication skills, and must be able to work in a team environment. The incumbent must have the ability to work with confidential and sensitive information, ability to lift and move moderately heavy computer equipment/peripherals and the ability to travel to divisional offices as needed.
