The Town of Southern Pines, North Carolina, operating under a Council-Manager form of government, seeks an Information Technology (IT) Director to provide technology vision and leadership to both internal and external customers. The IT Director has been a shared responsibility, however it will now be a stand-alone Director level position to highlight and expand the Town's technology assets. The IT Director must be a visionary and strategic thinker who is outstanding at project management, innovation advocacy, planning and implementation as well as in providing leadership and oversight to carry out the technology goals of the organization.
Duties/Responsibilities:
Position description and responsibilities: Reporting to the Town Manager, the IT Director will supervise the Information Technology Department with a $1.29M budget and a centralized staff of three (3) additional FTE's. The Information Technology Department through a combination of internal staff expertise and outsourced service agreements provides infrastructure, enterprise services, Geographic Information Systems (GIS), support for Department-specific software services, telephone support, hardware and software Help Desk support, and a myriad of other services. The range of service is best exemplified by the IT Department mission: IT enables each Department to deliver efficient, effective, and innovative services to residents and other interested parties by providing users with needed hardware, software, network, and systems services and support. Users in all Departments have appropriate access to Town-wide coordinated Geographic Information Systems (GIS) and other shared data resources, while residents and other interested parties have web access to Town information and services."
A 2019 IT Strategic Plan identifies a blue print for success and the separation of these services from the library to an independent division reporting directly to the Town Manager represents a key early step in advancing the goals of the Plan. The successful candidate will evaluate the Town's technology services holistically to determine best practice organizational structure, service delivery and maintenance processes. Key initiatives include:

- helping the IT Department increase its organizational maturity level from an efficient department to an effective and transformational one;
- ensuring a proactive approach to relationship management with administrative customers and partners such as HR and Finance while also working to be collaborative with field service customers such as police, fire, public works, library and recreation & parks;
- being a consumer of best practice strategies and products to meet organizational IT needs while seeking win-win solutions for organizational buy-in, acquisition and implementation given budget, staffing and resource constraints; and,
- leading an organizational change approach using outstanding skills in needs assessment, engagement, listening and flexible responsiveness as customer factors and solutions change.
Qualifications: As the IT Director, the candidate's work history must include well-rounded experience in IT. A minimum of a bachelor's degree in a related field and 10 years' experience in the Information Technology arena, with at least 5 years of progressive experience in supervision, project management and strategic plan implementation in this field; or an MBA/MS in related field with 8 years' experience, 4 of which must be progressive in supervision, project management and strategic plan implementation, or an equivalent combination of education and experience. Local government experience is desirable along with a preference for relevant certifications: Certified Government Chief Technology Officer (CGCIO), Criminal Justice Information Services (CJIS) ,and/or Project Management Professional, (PMP).

- creates a unified team, vision and technology goals for IT support staff, and with contracted IT staff across the Town;
- has extensive experience working collaboratively with cross functional teams to achieve organizational goals;
- has an understanding of and commitment to Criminal Justice Information Services security policy and practices;
- evaluates existing organizational, service and staffing structures and works with technology team to optimize protocols in order to implement the Town technology strategy;
- will work with public safety and other departments to identify and find solutions for unique service and security needs and concerns;
- holds particular knowledge, familiarity and experience with GIS, disaster recovery, technology architecture, principles, concepts and methods;
- is knowledgeable of trends and practices in managing functions and departments dealing with information handling, work flow and systems, multiple hardware platforms, and integrated information and communications systems; fiber as a broadband technology; management and supervisory principles and practices; relevant state and federal laws, department rules, regulations, policies, and procedures related to personnel processes; principles and practices of operating and capital budget development, administration and oversight;
- can leverage a tight budget to maximize existing resources while creatively leveraging other opportunities to deliver service;
- creates rigorous metrics to regularly evaluate service and outcomes against standards and goals;
- balances security of personal and organizational data with innovation, allowing the Town to be maximally effective and efficient while continuing to be a frontrunner in municipal information technology;
- is an empowering leader dedicated to supporting the development of individual employees;
- values accountability while holding realistic and fair expectations of self and others to include creating specific and measurable performance standards and metrics; and,
- communicates excellently including one on one, small groups and public speaking, while confidently and persuasively engaging citizens, community groups, and staff.
Salary and Benefits:. The hiring range is $80,000 - $110,000 and starting salary will be negotiated depending on qualifications. The Town provides an excellent benefits package.
