Engineering Manager, Capital Projects

Orange Water and Sewer Authority (OWASA) 

OWASA seeks an enthusiastic Engineering Manager to join our Engineering Team. This position ensures effective management and operation of our Capital Improvement Program (CIP). 

Key responsibilities:

  • Develops the 5-year CIP Budget and the 15-year CIP Plan and provides oversight to ensure that all CIP related engineering studies, designs and construction work are accomplished in accordance with Federal, State and Local regulations, as well as OWASA’s Standards and Specifications.
  • Ensures the CIP is managed in accordance with the Minority and Women Business Enterprise participation requirements. 
  • Interacts regularly with representatives of the Towns of Carrboro and Chapel Hill, North Carolina Department of Transportation, and the University of North Carolina at Chapel Hill to ensure CIP is closely coordinated with those entities.
  • Manages and maintains performance metrics as necessary to ensure efficient, effective operations.
  • Develops and maintains Standard Operating Procedures and other documents as needed to institutionalize the procedures and practices. 
  • Prepares reports to the Board of Directors including CIP Semiannual Reports, CIP-related Key Performance Indicators, CIP-related portions of the Quarterly Financial Reports, and information about the CIP Budget.
  • Makes recommendations regarding CIP investment levels to ensure the continued reliability of the water, sewer, and reclaimed water systems.

 

Qualifications:

  • Requires six years of experience, to include two years in a supervisory role, working with project management used in the design, permitting, and construction of public water and wastewater projects. 
  • Requires a Professional Engineer license and the ability to obtain/maintain a North Carolina Class C drivers license.
  • Ability to set clearly defined goals, evaluate progress, and change course as necessary to fulfill the mission while ensuring all safe work practices are followed.

  • Salary range is $113,436 - $170,154
