Associate Vice President of Information Technology

 THE POSITION AND THE DEPARTMENT

Normandale Community College seeks a visionary, inspiring, and transformative leader to steward the Information Technology Services (ITS) department to advance the college’s mission, vision, and strategic goals.

We seek a leader who is passionate about leveraging IT who will strategically align plans, resources, and processes for high impact. The successful leader will build relationships throughout the college and partner with colleagues to generate technology solutions that meet divisional and college goals.

The Associate Vice President of Information Technology (AVP of IT) serves as the college’s Chief Information Officer and provides strategic leadership of ITS operations and culture. The AVP of IT ensures the quality of process design, execution, and prioritization. This position fosters a positive, collaborative, and service-oriented department culture.

The AVP of IT serves as an active partner with Minnesota State to support and align the college with system-wide technology initiatives, including a multi-year transition to a new enterprise resource management system. The position reports to the Vice President of Administration and serves on the President’s Administrative Council, providing executive leadership to advance the college’s and Minnesota State’s strategic goals.

This position will lead the department’s efforts to support the college strategic framework. The framework includes three college goals to: 1) achieve racial equity in educational outcomes by 2025; 2) achieve associate degree or baccalaureate transfer completion rate of 50% or better for degree-seeking students by 2030; and 3) support and sustain a pervasive institutional culture that is culturally competent and service oriented.

The successful candidate will:

 

  • Provide strategic leadership, direction, and management of the activities, staffing plans, and budgets of the following areas: computing and network systems infrastructure, user services, applications, risk management, technology services procurement, data strategy, security, telecommunications, media production, instructional technology, and events support.

 

  • Oversee the management of diverse, simultaneous IT projects and services. Ensure the quality of enterprise and ITS process design and execution, project prioritization, and collaboration to meet operational needs and college goals. Institute process review and continuous improvements to achieve clarity, efficiency, and results.

 

  • Prepare and monitor the annual budget and staffing plans for ITS to align resources and ensure structural capacity to meet college strategic goals.

 

  • Foster a collegial, service-oriented departmental culture. Oversee all human resources activities such as hiring, employee development, and performance management.

 

  • Oversee the development and execution of the college’s Technology Master plan in alignment with the college Facilities Master Plan, strategic goals, and divisional goals.

 

  • Ensure policy and legal compliance, risk management, and mitigation practices to maintain cybersecurity and business continuity.

 

  • Execute a lead role in the development and execution of the college data strategy and data governance in collaboration with Institutional Research.

YOUR QUALIFICATIONS

Essential (require to be demonstrated in the submitted resume to be considered for an interview):

 

  • Bachelor’s degree in MIS, Computer Science, Information Systems, Business Administration, or related field with a minimum of five (5) years IT leadership experience.

 

  • OR a Bachelor’s degree in a non-related field with at least seven (7) years IT leadership experience.

 

  • AND at least five (5) years of supervisory experience.

 Additional Knowledge, Skills, and Abilities (required to be demonstrated during the interview process):

 

  • Experience in the administration and supervision of an IT department, including strategic planning, team leadership, change management, project and budget management, procurement, and contracting.
  • Experience motivating teams to produce quality results within constraints while fostering a trusting team environment.
  • Ability to model service-oriented practice and a high standard of ethics and integrity.
  • Proven strong organizational, problem solving, conflict resolution, analytical and decision-making skills, along with considerable tact and diplomacy.
  • Demonstrated commitment to equity and inclusion.
  • Experience developing or maintaining a service portfolio to align business needs with IT capabilities.
  • Knowledge of existing and emerging technologies and an ability to assess their appropriateness and harness them to advance organizational goals.
  • Excellent interpersonal, verbal, and written communication skills.
  • Ability to respond effectively to urgent or emergency situations.
  • Understanding of and commitment to the college mission, vision, values, and goals.

 Preferred:

  • Master’s degree in MIS, Computer Science, Information Systems, Business Administration, Higher Education Administration, or related field with a minimum of seven (7) years of IT leadership in an organization with 10 or more IT staff
  • Executive experience managing director-level staff.
  • Experience producing and managing a strategic plan, preferably in IT.
  • Experience in a leadership role with a large enterprise system implementation.
  • Demonstrated success in leading teams through organizational change.
  • Experience in support of teaching and learning, preferably in a higher education environment.
  • Familiarity with Minnesota State IT systems, policies, and procedures.
  • Experience with collective bargaining, preferably including an understanding of shared governance.
