CARES Program Specialist

Kerr-Tar Regional Council of Governments (KTRCOG) seeks a well-organized, customer-service oriented individual with a strong human services background for the position of CARES PROGRAM SPECIALIST to coordinate initiatives in support of the region’s older adult population. CARES is the Coronavirus Aid, Relief, and Economic Security Act. This federal grant provides funds for services for older adults during the Covid-19 pandemic. This is a 1.5-year assignment with anticipated funding through December 31, 2021.
KTRCOG is an innovative regional planning agency located in Henderson, NC. KTRCOG has a membership that includes local governments throughout the region and leads major projects in the areas of aging, regional planning and workforce development.
MAJOR DUTIES of the CARES Program Specialist include:
- Assisting the agency in implementing COVID-related programs and services for the older adult population in a five county region;
- Providing technical assistance and serving as a primary contact and resource to community service providers, consumers and others for assigned program areas;
- Designing and implementing monitoring processes to audit program funding;
- Designing and preparing related reports and presentations;
- Tracking CARES resources through a data management system;
- Interacting directly with clients and providers to arrange services;
- Designing and delivering training to increase awareness of assigned programs and initiatives; and
- Other duties as identified and assigned.
The individual must have the ability to maintain the confidentiality of client information as required by state and federal laws and regulations and professional practice standards. The successful candidate must have knowledge of the physical and mental health, nutritional, economic, social, housing, and recreational needs of older adults. The successful candidate must also demonstrate knowledge of federal and state regulations as they relate to aging programs that help meet the needs of the older population.
MINIMUM REQUIREMENTS: Graduation from a four-year college or university with a degree in human services, psychology, counseling, social work, or related field; or an equivalent combination of education and experience. Must possess excellent oral and written communication skills, strong organizational skills and demonstrate the ability to work with a diverse group of service providers, governmental agency representatives, advisory boards, volunteers, consumers, associates and the general public. The CARES Program Specialist is expected to be a self-starter and have the capacity to work independently, exercising professional judgment. Must be proficient using a database, Excel and other Microsoft products. This individual must be very detail oriented and be able to prepare and maintain accurate and detailed records and possess the ability to manage multiple tasks and simultaneous priorities.
Compensation
Hiring Salary: $35K - $38K depending upon qualifications and experience. Excellent benefits including Local Governmental Employees’ Retirement System; 401-K; paid sick and vacation leave; 11-12 paid holidays per year; excellent medical, dental, vision and life insurance.
This is a 1.5 year assignment with anticipated funding through December 31, 2021.
