SUMMARY OF POSITION
The Behavioral Health Bureau and Administration Bureau are seeking individuals with excellent organization, analytical, and interpersonal communication skills to perform moderate analytical and administrative support work. Responsibilities may include contract development, preparation and monitoring, preparation of letters and reports to the Board of Supervisors, project management, researching policies and procedures, curriculum development and training.
The Behavioral Health Bureau provides a continuum of clinic and community based mental health services for underserved residents of the County, including inpatient, rehabilitative, and outpatient services for adults and youth.
Management Analyst I - Children's System of Care
This Management Analyst I (MA I) position provides program services development, coordination, implementation, and evaluation of Behavioral Health Services for children and youth and their families/caregivers. Working closely with the Deputy Director, Service Managers, and the Management Analyst II assigned to the Children's System of Care, this position develops Agreements from the draft stage through final execution, analyzes data, conducts research, makes recommendations for financial leveraging opportunities and other service system improvements, and develops funding applications and bid documents. This position may participate on local/regional committees to ensure appropriate planning and implementation of services provided by the Bureau.
Management Analyst I – Administrative Team
The Management Analyst I will provide program assistance to managers, supervisors and line staff assigned to the Bureau's Access to Treatment, Adults System of Care, Children's System of Care and Substance Use Disorder Programs. This positon is part of the Behavioral Health Bureau's "Strategic Plan" and will develop systems to gather, consolidate and keep current all information about Behavioral Health services provided by County operated programs and contract service providers, especially those serving the County's diverse communities. The MA I will also provide oversight to front office staff in each of the Bureau's locations, to assure staff is adequately informed of services available, changes in procedures, etc.
The Administration Bureau provides support services in the areas of finance, information systems, human resources, facilities, policy development, evaluation, and compliance.
Management Analyst I - Facilities
This Management Analyst I (MA I) position is responsible in developing and maintaining written confidential site security plans for all Health Department locations; updating, developing and maintaining policies and procedures for the movement of the Health Department equipment and staff; preparing contracts and written reports to other agencies and board supervisors, and coordinating the movement of staff ranging from 1- 200 employees. The MA I will also advise Health Development Bureau's on equipment and furniture systems that meet County and Health Department needs. The position will be managing all Health Department equipment and resources including all inventories and assist the Operation Manager with project management.

Education: Bachelor's degree in business administration, public administration, social services, political science, education, or a related field.
Special Qualification
Ability to communicate effectively in English and Spanish required for some positions. Bilingual (English/Spanish) candidates must complete and receive a passing score on the bilingual oral examination prior to employment.
Condition of Employment:
As a condition of employment, the incumbent will be required to:
• Possess and maintain a valid California Driver's license or the ability to provide alternative transportation that is approved by the appointing authority.
• Be available to work a flexible schedule including evenings, weekends, holidays and during times of disaster or emergency.
• The Health Department will conduct thorough background and reference checks which include a Department of Justice fingerprint check.
