Salary Range: $57,765.07 - $95,312.34 (DOQ) per year; earned and paid on a bi-weekly basis

Description of Work/Duties:
- Preparing or reviewing construction estimates; serving as project manager; providing technical information; assisting with cost estimates, bid documents and specifications; maintaining records and files; preparing reports.
- Prepares, designs, plans, specifications and estimates for public works, street and utility projects.
- Serves as project engineer on construction projects, inspects projects for conformance to construction plans and specifications.
- Administers and/or supervises the administration of contracts for the City; processes requests for payment.
- Provides contractors and general public with technical information relating to engineering projects.
- Receives and responds to engineering questions presented by residents, contractors, developers and other parties.
- Assists with the preparation and/or review of cost estimates, prepares bid documents and specifications and assists with the review and evaluation of bids received.
- Prepares reports; maintains records and files.
- Attends various meetings and seminars as needed.
- Performs related tasks as required
Knowledge, Skills and Abilities: Thorough knowledge of the principles and practices of civil engineering as relates to the preparation of plans and specifications in the area assigned; thorough knowledge of modern methods and techniques as applied to the design of public works and utility projects; thorough knowledge in reading and interpreting internal and external design drawings and specifications; comprehensive knowledge in preparing, various documents, correspondence and technical reports; thorough knowledge in creating graphs, maps and other visual presentations; thorough knowledge in the use of standard office equipment and standard office software; general knowledge in the use of plotters/printers various measuring devices and video software; general knowledge in using a digital camera, chemical testing equipment and surveying equipment; general knowledge in the use of standard accounting software; some knowledge in the use of AutoCAD, ArcGIS and photo editing software; ability to communicate ideas effectively, orally and in writing; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to establish and maintain effective working relationships with associates, contractors and the general public.
Minimum Training & Experience: Any combination of education and experience equivalent to graduation from an accredited college or university with major coursework in civil engineering, or related field and considerable experience in civil engineering. Possession of a valid North Carolina driver's license upon hire. Must be a registered Professional Engineer in the State of North Carolina upon hire. Must meet and maintain all certification, license and training requirements for position.
