Job Description:
Under general direction, provides Planning & Zoning Division services to the City of Pinellas Park by leading and motivating others to develop, implement, process, amend and maintain the Land Development Code, zoning review of building permits and plans, BTR applications, and zoning case management, the Comprehensive Plan, Capital Improvements Program, Community Rating System and Floodplain Management, Community Development Block Grant and Health in All Policies programs, grant management, property annexation and real estate management, and business attraction, assistance and retention in compliance with City Ordinances and applicable county, state and federal laws, rules and requirements.
Qualifications and Requirements:
- Work requires regular travel in and around the City and Pinellas County; frequent meetings and events outside of business hours and days requiring flexibility.
- Requires the equivalent of a bachelor's degree from an accredited college or university with a major in urban planning, business, public administration, or a related field and five (5) years progressively responsible experience in planning and development and redevelopment services that includes two (2) years in a lead or supervisory capacity.
- Certification as a CFM and an AICP must be obtained within a timeframe identified by the department Administrator.
- Requires a valid Florida driver license.
This position is assigned the status of Emergency Non-Essential Personnel for the purposes of work assigned before, during, and after a disaster-related event.
Examples Of Duties:
- Directs the City's activities relating to the proper function of the Planning and Development Services Division by training, developing and motivating teams.
- Develops and implements policies and procedures to ensure understanding in performing tasks and assignments.
- Oversees presentation of zoning cases to the Board of Adjustment, Planning & Zoning Commission, Community Redevelopment Agency and City Council.
- Assigns staff as liaison and secretary to the Board of Adjustment and Planning and Zoning Commission.
- Serves as the City's final authority on interpretation and intent of the Land Development Code and Comprehensive Plan.
- Ensures appropriate administration of the Land Development Code and Comprehensive Plan and development and oversight of Division budgets.
- Provides guidance and assigns staff in the development and completion of presentations and reports on land development and long-range planning issues.
- Delegates staff representatives to local agencies, professional groups, and community organizations such as Forward Pinellas, the Planner's Advisory Council, and the Chamber Economic Development Committee.
- Serves as or allocates staff as the City's representative to community organizations, developers, property owners, and governmental agencies.
Knowledge, Skills, and Abilities:
Knowledge of the principles and techniques of team leadership and employee training and motivation; the City's zoning regulations and Land Development Code; long-range planning principals and the City's Comprehensive Plan; the principles and practices of budgeting, capital project programming and research and statistical methods; the federal Community Rating System and local Floodplain Management techniques; the principles, practices and techniques of local, state and federal grant funding and management of local health policies and initiatives the principles of real estate management; business attraction, assistance, and retention techniques. Skill in interacting with teams and individuals to develop and maintain effective interpersonal relations; oral communications in both one-on-one and group situations; written communications for both administrative and technical purposes; developing policies and procedures for Division's programs and operations; operating computer hardware and software; analyzing information and drawing valid conclusions.
