City Finance Officer
PRIMARY OBJECTIVE OF POSITION:
Under Administrative Direction performs relatively complex work in finance, accounting, administration and
management as required by state statute and city policy. Performs City Finance Officer and City Clerk functions
and supervises operations of the finance/administration department. Work varies considerably and independent
judgment is required within statutory guidelines.
MAJOR AREAS OF ACCOUNTABILITY AND PERFORMANCE:
Develops, implements and supervises policies, plans and programs for the financial, accounting and recordkeeping function of the City’s finances; directs the maintenance of accurate and up-to-date records for all
revenues, disbursements, deposits and investments of the city; establishes controls necessary to assure the
accuracy and security of all records and funds.
Maintains control of budget by reviewing all disbursements; plans, develops and coordinates preparation of the annual operating budget; provides consultation and guidance to department heads as requested; pre-audits projected budget before referral to Mayor/Council in final form; organizes and records budget hearings; explains budget process to Mayor/Council; informs Mayor/Council on items to consider for the next fiscal year; regulates and controls revenues received; evaluates alternative revenue sources.
EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:
The above knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to a 4 year degree and 3 years of financial management experience. Government
purchasing and financial management experience is preferred. Availability for a minimum of two night meetings per month. Must be able to work both independently and with multiple interruptions. Eligible for notary public certification. Must be bondable.

Entry Level Salary: $20.68 DOE
